    The determinants of successful partnering: a transaction cost perspective

    Support is emerging for the assertion that partnering can have a significant beneficial influence on project relationships and project outcomes. However, not all of the evidence bears this out: there are some examples of less-than-successful experiments with partnering approaches. Questions quite naturally arise as to whether any particular elements or aspects of partnering have differed in some of the documented examples, thus giving rise to their relative success or failure. In order to answer such questions there is a need for a theoretical framework against which to analyse the relative performance of partnering projects. In this paper, the authors propose an approach based upon aspects of Transaction Cost Economics (TCE) theory. It is argued that two main factors, contractual incompletedness and opportunism, are fundamental in determining whether project relationships are adversarial or not. The validity of the approach is examined by applying it retrospectively to a strategic partnering agreement involving more than 80 individual building projects. This agreement had been the subject of a four-year study and had been found to produce benefits in a number of areas, not least in the avoidance of conflict and disputes. After analysis, evidence for the reduction of contractual incompletedness was mixed, however the opportunistic inclinations of the participants (specifically, the contractors) were effectively attenuated by a clearly observable combination of factors, which included preselection criteria, and the use of appropriate management and commercial frameworks in which to operate. The case study suggests a prima facie validity to the analytical approach that was adopted, which merits further testing: the next stages being to develop and refine the framework, and to carry out comparative multi-case research on a number of different partnering projects

    SLIP4EX- a program for routine slope stability analysis to include the effects of vegetation, reinforcement and hydrological changes

    SLIP4EX is a straightforward computer program developed in connection with the EU funded ECOSLOPES project for routine stability analysis and the assessment of the contribution of vegetation to slope stability. The slope section is drawn up and dimensions and parameters are fed in to the Microsoft Excel based program for stability calculations and comparisons of Factors of Safety using different methods of analysis (Bishop, Janbu, Fellenius, Simple, Greenwood). The background and assumptions involved in the derivation of each of the methods is briefly described. The simplicity of the program enables the user to understand the nature of the analysis, explore the parameter assumptions made and compare the different methods of analysis. Soil reinforcement by geosynthetic layers or anchors, and vegetation effects of enhanced cohesion, changed water pressures, mass of vegetation, wind forces and root reinforcement forces are readily included in the analysis.     Many embankments and cuttings associated with the transportation infrastructure in the UK are only marginally stable. Engineering techniques such as soil nailing, geosynthetic reinforcement, improved drainage and ground improvement by stabilisation are available to improve stability but the cost can be high. A lower cost solution may be to utilise vegetation, either self seeded or planted. The benefits and drawbacks associated with vegetation have been the subject of some debate. The problems caused by vegetation in relation to building foundations are well documented and confirm that vegetation can have very significant influences on geotechnical parameters. Appropriate properly maintained vegetation can have the same significant influence to help provide additional stability to soil slopes. This paper considers the potential engineering influences of vegetation and how it can be characterised on site within a geotechnical framework for stability assessments. The direct reinforcement available from the roots of trees and shrubs is identified as providing one of the most significant contributions to slope stability. Case studies in the UK, Greece and Italy demonstrate how results from in-situ root pull out tests may be used to estimate the potential reinforcement forces available from the roots. A scheme is presented to designate zones of influence within the soil according to the size and nature of the vegetation

    A new technology or product is often developed by the single entrepreneur. Whether he reaches the initial public offering stage or is acquired by a listed firm, it takes time for the innovator to add value to the stock market. Indeed, the innovation may, at first, reduce the market's value because some firms--usually large or old--will cling to old technologies that have lost their momentum. This paper argues that (a) the market declined in the late 1960s because it felt that the old technologies either had lost their momentum or would give way to IT, and that (b) IT innovators boosted the stock market's value only in the 1980s. If the stock market provides a forecast of future events, then the recent dramatic upswing represents a rosy estimate about growth in future profits for the economy. This translates into a forecast of higher output and productivity growth, holding other things equal (such as capital's share of income).INFORMATION TECHNOLOGY ; STOCK MARKET

    Potential environmental impact of tidal energy extraction in the Pentland Firth at large spatial scales : results of a biogeochemical model

    A model study was carried out of the potential large-scale (> 100 km) effects of marine renewable tidal energy generation in the Pentland Firth, using the 3-D hydrodynamics–biogeochemistry model GETM-ERSEM-BFM. A realistic 800 MW scenario and a high-impact scenario with massive expansion of tidal energy extraction to 8 GW scenario were considered. The realistic 800 MW scenario suggested minor effects on the tides, and undetectable effects on the biogeochemistry. The massive-expansion 8 GW scenario suggested effects would be observed over hundreds of kilometres away with changes of up to 10 % in tidal and ecosystem variables, in particular in a broad area in the vicinity of the Wash. There, waters became less turbid, and primary production increased with associated increases in faunal ecosystem variables. Moreover, a one-off increase in carbon storage in the sea bed was detected. Although these first results suggest positive environmental effects, further investigation is recommended of (i) the residual circulation in the vicinity of the Pentland Firth and effects on larval dispersal using a higher-resolution model and (ii) ecosystem effects with (future) state-of-the-art models if energy extraction substantially beyond 1 GW is planned

    Consequences of variation in predator attack for the evolution of the selfish herd

    There is a strong body of evidence that patterns of collective behaviour in grouping animals are governed by interactions between small numbers of individuals within the group. These findings contrast with study of the ‘selfish herd’, where increasingly complex individual-level movement rules have been proposed to explain the rapid increase in aggregation observed when prey groups are startled by or detect a predator. While individuals using simple rules take into account the position of only a few neighbours, those using complex rules incorporate multiple neighbours, and their relative distance, to determine their movement direction. Here, we simulate the evolution of selfish herd behaviour to assess the conditions under which simple and complex movement rules might evolve, explicitly testing predictions arising from previous work. We find that complex rules outperform simple ones under a range of predator attack strategies, but that simple rules can fix in populations particularly when they are already in the majority, suggesting strong positive frequency dependence in rule success. In addition, we explore whether a movement rule derived from studies of collective behaviour (where individuals use the position of seven neighbours to determine movement direction) performs as successfully as more complex rules, finding again positive frequency dependence in rule success, and a particular role for predator attack strategy (from within or outside the group)
